From information to intervention

A field framework for diagnosing where useful evidence loses momentum inside an organisation.

Organisations often describe a decision as if it were a single event. In practice, it is a chain of translations. Evidence is collected, framed, compared, authorised and finally expressed through action. Every translation can preserve, distort or stop the original signal[1].

This note introduces a compact diagnostic for examining that chain. It is not a maturity model1. It is a way to locate the next useful intervention without assuming that more data is the answer.

Five points of failure

A diagnostic map from evidence to action.

The stages are sequential but not strictly linear. A weak result at feedback may reveal that the original frame was wrong. An authority constraint may change which evidence is worth collecting. The purpose of the map is to make those relationships inspectable.

Use the smallest corrective move

  • If the signal is weak, improve collection or narrow the question.
  • If the frame is weak, name the decision before commissioning more work.
  • If trust is weak, expose method, assumptions and uncertainty.
  • If authority is weak, bring the decision owner into the work earlier.
  • If feedback is weak, define the observable result before acting.

The framework is deliberately small. Its value comes from using a shared language to identify where momentum is being lost, then testing one correction at a time. Larger transformation programmes often obscure this basic work.

Do not optimise the production of insight before locating the constraint on action.

This is an initial working framework. Future versions will test the diagnostic against different organisational settings and document where the five-stage model fails or needs to branch.
